Título: O Sistafe como instrumento de combate à corrupção: Um estudo antropológico sobre as percepções e representações sociais, face à sua introdução na função pública

Resumo: O presente trabalho tem como título: O SISTAFE como instrumento de combate à corrupção: um estudo antropológico sobre as percepções e representações sociais face a sua introdução na Função Pública. Trata-se de uma análise antropológica sobre uma política pública. Tem como objectivo geral, compreender as percepções e representações sociais associadas à introdução do SISTAFE como instrumento de combate à corrupção. De forma específica, pretende (i) identificar as narrativas associadas à introdução do SISTAFE; (ii) analisar em que medida o SISTAFE é interpretado como um instrumento de combate à corrupção e (iii) examinar em que medida o SISTAFE contribui para a Reforma do Sector Público. Para a materialização deste trabalho, optou-se pela pesquisa bibliográfica e documental, entrevistas semi-estruturadas e conversas informais. O universo entrevistado foi constituído por implementadores (técnicos que operacionalizam o sistema) e beneficiários (um grupo composto por proprietários de estabelecimentos comerciais, funcionários públicos e empreiteiros de obras de construção, financiados pelo Estado). O estudo constatou que existem várias interpretações sobre a introdução do SISTAFE, por exemplo a de operadores, funcionários, agentes do Estado e beneficiários que interpretam o SISTAFE como um instrumento de transparência na execução do orçamento. Existe ainda o grupo daqueles que têm a percepção do SISTAFE como um instrumento que promove burocratismo, por criar obstáculos e demora na tramitação dos processos administrativos. Outros ainda interpretam-no como sendo um instrumento que é sujeito à manipulação porque apesar de deixar registo e detectar irregularidades, é um sistema que por si só não faz o trabalho, depende do homem para o seu funcionamento. As conclusões a que se chega é que o SISTAFE, sendo uma política pública, tem conhecido diferentes reacções desde a sua aprovação que vai desde a aceitação, a resistência até à manipulação. Por um lado, é uma política que veio criar um novo ambiente e uma nova dinâmica no relacionamento entre o Estado e o Sector Privado e entre as próprias instituições do Estado. E por outro lado, o SISTAFE veio reduzir as práticas de corrupção, mas não as eliminou na totalidade, pois requer a combinação de outras medidas preventivas
Abstract: The present work is entitled: SISTAFE as an instrument to fight corruption: an anthropological study on social perceptions and representations in view of their introduction in the Public function. It is an anthropological analysis of public policy. Has as general objective, to understand the social perceptions and representations associated with the introduction of SISTAFE as an instrument to fight corruption. Specifically, you want to (i) identify the narratives associated with the introduction of SISTAFE; (ii) analyze to what extent the SISTAFE is interpreted as an instrument to fight corruption and (iii) examine in which extent SISTAFE contributes to Public Sector Reform. For the materialization of this work, we opted for bibliographic and documentary research, semi-structured interviews and informal conversations. The universe interviewed was constituted by implementers (technicians who operate the system) and beneficiaries (a group composed of by business owners, civil servants and construction contractors financed by the state). The study found that there are several interpretations about the introduction of SISTAFE, for example that of operators, officials, government agents and beneficiaries who interpret the SISTAFE as an instrument of transparency in the execution of the budget. There is also the group of those who have the perception of SISTAFE as an instrument that promotes bureaucracy, because it creates obstacles and delays in the handling of administrative processes. Still others interpret it as an instrument that is subject to manipulation because despite leaving a record and detecting irregularities, it is a system that in itself does not do the job, it depends on man for its functioning. The conclusions reached are that SISTAFE, being a public policy, has known different reactions from its approval that goes from acceptance, resistance to the manipulation. On the one hand, it is a policy that has created a new environment and a new dynamics in the relationship between the State and the Private Sector and between the institutions of the State. On the other hand, SISTAFE reduced corruption practices, but did not eliminate them as it requires the combination of other preventive measures (TRADUÇÃO NOSSA)
