Título: Impacto da violência eleitoral no comportamento eleitoral: uma análise das eleições gerais no Distrito de Chókwè (1999-2019)

Resumo: Nos últimos anos, as eleições em Moçambique têm sido marcadas por actos de violência eleitoral envolvendo os membros e simpatizantes do partido Frelimo, e os membros e simpatizantes dos partidos políticos da oposição. Importa salientar que em Moçambique, os níveis de violência eleitoral tomam variantes diferentes de região para região, província para província, distrito para distrito, e por fim de município para município. É inspirado nos elementos acima trazidos que surge este estudo, onde o mesmo constitui-se como mecanismo de reflexão sobre a violência eleitoral no distrito de Chókwè, tendo como base as eleições de (1999-2019), onde procurámos analisar este fenómeno nas diferentes fases do processo eleitoral. O estudo busca essencialmente compreender o impacto que a violência eleitoral tem no comportamento eleitoral. O presente trabalho tem como objectivo geral analisar o impacto da violência eleitoral no comportamento eleitoral com base nas eleições Gerais de (1999-2019) no distrito de Chókwè. O objectivo foi analisado tendo como base a teoria de escolha racional. O problema subjacente ao objectivo está ligado ao facto de se verificar que historicamente Chókwè, é um distrito dominado pelo partido Frelimo, e um espaço de ocorrência de elevados índices de violência eleitoral em contexto de baixa competição política. Tendo em conta esse problema levantamos duas hipóteses, onde na primeira hipótese defendemos que eleitores vítimas da violência eleitoral tendem a abster-se do processo eleitoral, e na segunda hipótese defendemos a ideia segundo qual os eleitores que alguma vez presenciaram esse fenómeno tendem a alterar a sua decisão de voto. Em geral conclui-se que o partido Frelimo, devido a facilidade que tem de cooptar a máquina administrava do Estado, e particularmente do distrito de Chókwè, e detém meios coercitivos do Estado aliada a sua pujança financeira é o maior protagonista da violência eleitoral com o objectivo de assegurar a sua hegemonia político partidária em relação aos demais partidos políticos. Importa salientar que a violência perpetuada pelo partido Frelimo, tem impacto no comportamento eleitoral em Chókwè. Nisso o partido Frelimo tem actuado sob a cumplicidade dos órgãos de administração eleitoral, e que a polícia tem sido o braço armado do partido Frelimo responsável pelos actos de intimidação e detenção dos simpatizantes e membros dos partidos políticos da oposição.
Abstract: In recent years, elections in Mozambique have been marked by acts of electoral violence involving involving members and supporters of the Frelimo party, and members and supporters of the opposition political parties.
