| Resumo: | A educação é a base para o desenvolvimento de qualquer sociedade. De um modo geral, têm se registado no país, progressos na ampliação das oportunidades de acesso à educação. Contudo, ainda subsistem problemas relativos à planificação de efectivos, definição de prioridades nas obras de construção e/ou reabilitação de escolas, localização espacial da oferta educativa face à procura, ou mais concretamente, à residência dos alunos, acompanhamento do sistema bem como da vida da escola em tanto que instituição ou como edifício. Para o estudo do impacto do Sistema Nacional de Educação, foi feita uma análise descritiva dos dados estatísticos dos últimos 5 anos, prestando muita atenção à política de ampliação da rede escolar, , à forma de recolha, tratamento e troca de informação, ao método usado para estimar as tendências do crescimento da população em idade escolar e de escolas nos últimos cinco anos, bem como à política de ampliação da rede escolar, com a finalidade de sugerir políticas de acompanhamento de todo o sistema de ensino. Para a realização do presente trabalho foram feitos um inquérito e entrevistas a diversas entidades ligadas ao sector de educação a diversos níveis, do central ao básico. Para análise dos dados e determinação de estimativas, o método proposto tem como base a análise de tendência linear. Os resultados obtidos indicam existir um deficiente método de cálculo de tendência de crescimento da população estudantil e do seu acompanhamento e ainda a concepção de obras de ampliação e/ou manutenção da rede escolar. Recomenda-se o uso de métodos científicos para determinação de previsões e tendências de crescimento usando o modelo proposto ou outro semelhante aproveitando os recursos existentes no MINED. O estudo feito pode ser aprofundado alargando a análise aos níveis provinciais e distritais e a outros níveis de ensino pois para além de considerar que algumas constatações verificam-se a todos níveis de ensino, será garantida uma maior cobertura escolar, e assegurada a manutenção de edifícios. |
| Abstract: | Education is the basis for the development of any society. In general, there has been progress in expanding opportunities for access to education in the country. However, there are still problems concerning the planning of staffing levels, the definition of priorities for school construction and/or rehabilitation, the spatial location of the educational offer in relation to demand, or more specifically, to the students' residence, the monitoring of the system as well as the life of the school as an institution or as a building. For the study of the impact of the National Education System, a descriptive analysis of the statistical data of the last 5 years was made, paying close attention to the policy of expansion of the school network, , the way of collecting, processing and exchange of information, the method used to estimate the trends of growth of the school-age population and of schools in the last five years, as well as the policy of expansion of the school network, with the purpose of suggesting follow-up policies for the whole education system. To carry out this work, a survey and interviews were conducted with various entities connected to the education sector at various levels, from central to basic. For data analysis and the determination of estimates, the proposed method is based on linear trend analysis. The results obtained indicate that there is a deficient method for calculating the growth trend of the student population and its monitoring and also the design of works for the expansion and/or maintenance of the school network. It is recommended that scientific methods be used to determine growth forecasts and trends using the proposed model or a similar one, taking advantage of existing resources at MINED. The study done can be deepened by extending the analysis to the provincial and district levels and to other levels of education, because besides considering that some findings are true at all levels of education, a greater school coverage will be guaranteed, and the maintenance of buildings will be assured.
